The whole extract is suffused with dread and horror until the latter part, where the vision is a little less grim.  

It seems likely that the former part is for those who have been bad in life, the latter for those who have been good.  

The very last section seems to be talking about reincarnation, certainly not a mainstream part of religious thought for the Romans.
